The Oregon Parks and Recreation Department has been holding public meetings and drafting the Habitat Conservation Plan (and it's companion, the Ocean Shores Management Plan) for nearly two years. We have quite a few newsletters, reports and other documents available online. The draft plan itself is the largest document (and the most difficult to download), so it's available at these public libraries:
